What causes whistling?

I am running WME9 on a brand new windows XP machine. I removed Windows Media
Player after installing the operating system so its codecs dont interfere
with WME. I set the encoder's compression to CBR voice quality and lowest
voice quality encoding bit rate of 11kbps.

Why does the sound coming from this new encoding machine "whistle" and sound
much worse than machines I have running that are ten years old running older
versions of WME?
If anyone has a clue please let me know. here is a link so you can hear the
"whistling" I am talking about:
