HI. I currently have Windows ME korean edition installed
on my computer. My questions are: Can I change the
language of the whole system (e.i. because now my system
is in the Korean Langauge.)? And if so, how would I go
about changing the settings?

I'm sorry but the only way that you can do what you want is by buying an
English Language version of Win Me and either clean installing it on your
system or, if still requiring a Korean language system by installing English
Win Me to a second partition and multi-booting between the two systems using a
third party boot manager.
