Did you also do a check for spyware?
You may already have a virus/spyware hijack
download the Stinger from here and run it to make sure that A-V-disabling
viruses are not present on your PC
http://vil.mcafeesecurity.com/vil/averttools.asp
- update your virus scanner and run a full system scan of all files.
Reboot to Safe Mode and run CWShredder - to remove variants of the
CoolWebSearch hijacker.

Use CWShredder, the removal tool:

download AdAware SE Personal Edition from www.lavasoftusa.com, install,
update, and run it to remove spyware, adware, and other such nasties from
your system.

Such symptoms are frequently the result of mistakenly attempting to
reinstall ME over itself without first reverting back to IE5.5 - the
resulting 'Version Soup' is almost impossible to repair, and the only sure
way known is to completely remove IE and then reinstall whichever version
you require.
Instructions for this process are here
http://www.btinternet.com/~winnoel/ReInIE.htm
Please post back if you need more details - preferably before attempting the
process!!<g>

ANYTHING is better than Norton in ME - almost including 'nothing'! - My
personal preference is for AVG (it's free, after all!), backed up by the
usual tools such as AdAware, and occasional scans with other protection.
(and the more 'common-sense' and 'learning' the better the eventual
experience!)
If you do go for the reformat/reinstall, then your first stop afterwards
MUST be Windows Updates, for the 290700 patch, - you can then choose
whichever others you need, but I would recommend that you install IE6SP1 as
a high priority, and then follow with everything else that is marked
'Critical' - which amounts to about 43 patches........

You should now run the Norton removal tool as well - since the normal
removal is well-known for leaving huge amounts of dross behind.
http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2005033108162039?Open&src=sg&docid=2004091310145206&nsf=tsgeninfo.nsf&view=docid&dtype=&prod=Norton%20Internet%20Security&ver=2005&osv=&osv_lvl=
(Dontcha love Symantec's incredible naming game - they've not only moved the
page, they retitled it as well!)
Make sure that (assuming you have no other Symantec bloatware on your
system) you also uninstall LiveUpdate and anything else Symantec/Norton
related, using Add/Remove Programs
