What is the "Microsoft Internet Referral Service?

And, why do I need it on my machine? I have a Dell laptop with Windows
ME and am having a problem whenever I double click on my ISP icon to
connect to the internet. I am using ATT as an ISP and Netscape as a
browser. When I attempt to open my ISP, I get a message something to the
affect of: "Another application is using Dial-up networking" I click
"OK" and my ISP goes ahead and connects to the net. It is really only an
irritation. When I open the DUN folder, there are two programs there, my
ATT and one called "Microsoft Internet Refferal Service". When I look at
the properties of the Microsoft program, there are no phone numbers
listed, so I don't think it is causing my problem but - now I wonder
just what it is. My questions to the Microsoft Knowledge base come up
with a "Huh?" (Not found error) Can anyone enlighten me?

There is a feature in Windows called Internet Referral Server. The first
time you start an internet application, if there is no default connection
(i.e. another ISP or LAN), you get prompted for Internet Connection Wizard
that helps you setting up a new ISP account to be chosen among a few offered
on the referral server.
The ICW app dials into the referral server via an 1-800 number and presents
the user with a choice of ISPs.
Since you have already an ISP, you can safely delete that DUN connectoid.
