You can see whether you have installed the patch or not by checking the
version of the file smgr.dll in your windows\system folder. If v4.90.0.3003
then you have updated but if v4.90.0.2533 you have not and need to do so at
once. Note that if you have a copy of v4.90.0.3003 in your windows\options
folder and v4.90.0.2533 in your system folder then this is because you
reinstalled Win Me which will have restored the old broken version of the file
to your system folder.

Note that installing the patch will clear your restore archive as any
checkpoints created with the old version of smgr.dll are unusable.
Finally adjust the space allocated to the restore folder,
System | Performance | File System | Hard Disk and adjust the restore slider
to your preferred setting. A figure of 200MB is normally more than adequate
for day to day use allowing perhaps a week of checkpoints to be available
although increasing this to perhaps 400-500MB for a few days during periods of
large installs such Microsoft Office is advisable.
You may now want to give system restore the once over by carrying out the
following quick test.
a) Create a shortcut on your desktop to a file.
b) Create a manual checkpoint
c) Delete the shortcut
d) Restore you PC to the checkpoint you created.
Was the shortcut restored? Did you see any error messages?
