I picked up a Toshiba laptop running Windows Me that won't boot up.
It hangs at the spash screen, or if I choose safe mode, step by step
confirmation, it hangs at "Loading and initializing IFSHLP.SYS driver..."
BTW, I don't have a system restore disk or a good WinME disk...
Any suggestions?

Download a diskmaker for the Win ME OEM disk from www.bootdisk.com - run it
to create a floppy.

WRT hanging on the IFSHLP.SYS file - you could try extracting a new one
Probably related to this error message
http://support.microsoft.com/?kbid=258471

If you need to reinstall ME, then we need to get you into Safe Mode at
least.

Great.
My install disk is scratched up!
Is there anywhere I can download the files? I've got the sticker on the
bottom of the laptop to prove it was legit.

Microsoft Press CD-ROM and Floppy Disk Replacement Policy
Article ID : 171931
Last Review : July 30, 2001
Revision : 1.0

This article was previously published under Q171931
SUMMARY
This article describes the process for obtaining a replacement CD-ROM or
diskette for any Microsoft Press companion CD-ROMs and floppy disks.
MORE INFORMATION
If your CD-ROM or floppy disk is clearly physically defective (cracked,
badly warped, contains a deep scratch, etc.), you can exchange it for a
replacement CD-ROM or floppy disk in the United States of America by calling
Microsoft Press at 800-MS-PRESS.

If you are outside the United States of America, please contact your local
Microsoft Press distributor or subsidiary. For a list of distributors,
please connect to the Microsoft Press Web site at
http://mspress.microsoft.com/ (http://mspress.microsoft.com/)
and look for the English Language Distributors list.

IMPORTANT: Replacing the CD-ROM or floppy disk will not solve any software
related issues. Therefore, replacement should be considered only if the
Setup program fails and if there are no other known problems posted on the
Microsoft Press Support Web site at:
http://mspress.microsoft.com/support/
Unfortunately we currently cannot provide replacement disk contents via the
Web due to legal considerations. However, individual file patches are posted
on the Internet when appropriate. Please refer to the Microsoft Press
Support Web site for further information.

If you need further assistance obtaining a replacement disc, please e- mail
MSPI...@MICROSOFT.COM.

You won't need the CD, with any luck!

you can extract a new copy of the IFSHLP.SYS file from the CAB files on the
PC, assuming you can boot it OK with the DOS disk.(use option 3- without CD
support)

Use the following command

EXT

When it asks for the source, enter the following
C:\WINDOWS\OPTIONS\CABS

for the destination, use
C:\WINDOWS

if you get a 'BASE_2.CAB not found' error, try
C:\WINDOWS\OPTIONS\INSTALL instead of the ........\CABS folder
If that also fails, try
DIR C:\BASE2.CAB /S
and see if that returns anything - it will at least identify your CAB file
folder for you (assuming it exists)
You can then use the path for the 'source' folder

If you find that you DO have to reinstall - i.e. the first two fixes in that
link don't work - then post back first, there are a few other workarounds
that may be possible.

There is no need to - and no point in - reproducing the whole article! - the
link should be quite sufficient. (even if the one you used is very
out-of-date - and the WRONG PAGE!!)
The public version is
