If the Quicken version on the new PC is the same or newer than the version
on the former PC, and your new PC recognizes the backup media properly, yes.
This is assuming you know how to use Quicken properly for restoration of
data. If not, all bets are off.

Just as an aside I will relate what recently happened while working or a
networked quicken system that was being used as a sort of POS (Point Of
Sale) at a doctors. It was set up so that the girls at the front desk could
enter information into quicken for patent information and it would access
and put the data into the other quicken back in the office. They had their
data backed up to a zip drive and after reinstalling quicken to both
machines we could just not get the client to access the admin machine to
input the data.
What was going on was that the admin machine had a net connection and
had connected and updated (either by it's self or my cousin did at that
machine) the quicken on that machine. After we figured that out then all
went fine; because we would make a new account out on the POS machine at the
front desk; but try as we may it would not from that machine update the
accounts on the main machine. But after updating both machines to the exact
same version with updates then all went well.
If I had to guess I would say that the back up should still pull into
quicken even if the backups were from a completely different earlier
version; but to be safe I would try and get the data into quicken before
doing any upgrading to a newer version.
That is a long winded way and an aside to say this: Yes it should
read the data files, even if the versions are different. It is much like
reading say a word 5 document into the latest version of word, most all
programs try and retain what is called backwards compatibility. "marilyn"
