CE R3 build error - atlsd.lib

When I install R3, I cannot build a simple emulator project. The build.log
ends with:

Any clues on how to fix this?

I ran across this exact problem.
Search for "ATL" in your catalog items view and make sure "Active Template
Library (ATL)" is checked. In our case it was not. After adding this item the
build succeeded.
