Can someone explain what this is to me.
Also when building a bootloader, I can examine the booload.nb0 file and see
that there is a 4k section at the beginning of memory that is unpopulated
(except for pTOC) can anyone explain why this happens?

As far as the 4k section goes, check you boot.bib file for your bootloader.
If your sections don't begin at the beginning of physical memory, you'll get
a blank section like you are seeing.
