This may be a dumb question, but I need to write a Layered NDIS Miniport
driver, and I can't find the DDK.

The eVC doc quite thoroughly documents the DDK, but unless I missing
something obvious (entirely possible), the DDK isn't in the SDK. Is it part
of the Platform Builder? If so, why isn't that part of my MSDN Universal
Subscription?

Currently, the DDK is a component of Platform Builder. Not all Microsoft
products are necessarily part of MSDN. This is one of them.
