Well, I finally figured out the problem. I had recently installed
Kapersky AntiVirus. Kapersky wasn't the problem though. The problem
was that the the Dell computer came preinstalled with Norton Internet
Security, and that program was causing conflicts. I removed it through
Programs and Features on the Control Panel, and the problem went away.
I hopes this information helps someone else suffering with this
problem, as right now there is nothing else on Google out there with a
solution.
I'm still getting a lot of blue screens though, with symscan.exe.
Probably just more unstable crapware from Symantec that Dell
pre-installed. Hopefully, I'll figure it out before too long.

Okay, I've had a lot of people ask this very same question and thought
that it had been answered. If you have NORTON anything on a brand new
system or old, and you can not get to the internet.
follow this link and download.
ftp://ftp.symantec.com/public/english_us_canada/removal_tools/Norton_Removal_Tool.exe
It is the actual removal program for Norton products. This should solve
majority of the internet connection problems, that everyone is posting
about.

Here's an easy solution I found:
Open the browser that's not working for you and make sure that for it's
LAN connections, it's not using a proxy server.
So, eg ... *-for IE: go to Tools --> Internet Options --> Connections
Tab --> make sure the box for 'Automatically detect settings' and 'Use a
Proxy Server for LAN'-* are _BOTH_UNCHECKED_.
Worked for me. Hope this helps anyone with this annoying problem.
