"While RDP is efficient for simple operations like typing and mouse
movement, more sophisticated user interaction like web browsing and document
scrolling can generate surprisingly high network loads. On 10Mbps Ethernet,
this behavior can limit concurrent use to as few as 10 sessions."
This person, is saying that since a T1 link is about 1.5 MB per second and
each user will require 1 Mb/Sec, this means 1.5 users on a T1 link, which,
from my experience is absurd!
Any articles or information you can refer to me to on this subject will be
appreciated.
I sincerly hope that no-one will take the above "conclusion" as "the way it
is"!

It's perfectly useless to know the right answer to the wrong question.

I do remote administration from home over a 19 kbps dial-up line
(OK, I admit that that is a bit slow).
Claudios estimate fits quite well with my experiences (600
concurrent connections over a variety of links). We make an
exception for video-conferencing though, since that takes too much
bandwidth.
