Can you give us the EventID from the EventLog on the server?

I'm guessing that you see EventID 7 "Can't connect to database" or
EventID 44 "General database error occurred, Can't initialize ESE
instance - '<error>" -'<error message>'", from Source
TermServLicensing.

Feel free to report them here, or check the information for these
events at EventID.net:

OK, EventID 7024 is a very general error from the Service Control
Manager, which only tells you that a service couldn't start or
terminated. It contains a service name (should be Terminal Server
Licensing in your case) and a service-specific error number.

Here's the info I can find:

error 29: Windows 2000 specific. See KB article 277917.
error 31: Windows 2000 specific. See KB article 273566
error 3221291009: Windows 2000 - See KB article 312028
error 3221487623: NT 4.0 TSE. See KB articles 190233 and 216159.
error 3221225489: NT 4.0 TSE. See KB article 268602
error 3221225489: indicates there is registry corruption
Unfortunately the only remedy is to reinstall the Licensing
Service.
error 201396241: "Database is corrupt" and "Can't add a
certificate to store." This error message can happen if the
terminal server licensing database has become corrupt.
Usually it requires an uninstall and reinstall of terminal server
licensing.

Make sure that you remove all files and registry entries after
uninstalling TS Licensing before you try to re-install.

In your first post, you mentioned error code 0x2.
Is that also the error code in the Event 7024 description?
0x2 (hex) = 2 (dec). The description for error code 2 can be found
with the command "net helpmsg 2" (without the quotes), and is:
"The file cannot be found".
So I guess that the licensing database file is corrupt or not in
the correct location.

I'm sorry, but I can't find any additional information, and
nothing about the service-specific error 0x2.
I would call Microsoft Support.

Hey Antonio did you get it working yet? If not, make sure you have "File and
Printer Sharing for Microsoft Networks" installed and running. It should be
listed under start->settings->network connections->local area
network->properties. If it's not there, choose install and pick service then
choose file and printer sharing for microsoft networks to install it.

I have the exact same problem as you and managed to get the TSLS running the
first time by installing and enabling that. TSLS stopped working again though
after I uninstalled Novell Remote Management. Now I have no idea how to get
it working again. Tried calling Microsoft Support but they wanted lots of
money to solve my problem, so that isn't an option.
