There's not protocol called TSE.
TSE was the old name for Windows NT 4.0 Terminsl Server Edition
(TSE).

If I understand you correctly, you want to know which port is used
for communication between the terminal Server and the TS Licensing
Server, is that correct?

From
832017 - Service overview and network port requirements for the
Windows Server System
http://support.microsoft.com/?kbid=832017

System service name: TermServLicensing

Application protocol Protocol Ports
RPC TCP 135
Randomly allocated TCP random port number
high TCP ports between 1024 - 65534
