WSUS client - Updates download but can't initiate install

On some of the Windows 2000 Servers which have autoupdate policy set to 3
(autodownload/manual install) set by local policy the updates download but I
can't initiate the install.

I noticed that one difference between windows servers which worked and
others which did not was that the BalloonType and BalloonTime reg entries
were missing in the registry. I tried to put this in and this didn't work.

Next as a test I restored a copy of this server to a test system removed the
windows 3.1 installer and then set the auto update policy to 4 and refreshed
the local policy. While it did initiate the install of the windows 3.1
installer the server itself didn't reboot. Once I rebooted the test server
the installer was present in the add programs section.

Any ideas would be appreciated

The log doesn't really tell us much, just that the WUA detected 48 updates,
of which 1 was mandatory. You stated that the Windows Installer v3.1 was
already installed (as you uninstalled it from the restored copy to the test
server), so the 'mandatory' update detected by the WUA is probably the BITS
2.0/WinHTTP v5.1 update.

What would be really useful is the log entries from the period of time where
you attempted the installation, and back to the point where the system
originally detected the updates and downloaded them. The most likely cause
for not being able to initiate the installation is that the content has not
downloaded. The logs will tell us this.

For starters, let's grab the contents of the
%windir%\SoftwareDistribution\ReportingEvents.log file, starting with the
first entry after the time this server became a client of the WSUS server.

As for your test server not rebooting, there are several possibilites, the
most likely being that policy prohibited a restart of the server, probably
because the console was logged in with an admin account and the policy "No
auto-restart..." is enabled for that test server.

Out of curiosity... 48 updates are a LOT of updates... what Service Pack is
installed on this Windows 2000 Server that this log comes from?

OK,

I've started with the very beginning of the log (note that in this log I've
changed the name of the servers to make it more readible. The WSUS server
means the windows WSUS server that the client is connecting with. The name
server would corrispond to the client computer) The server is a new system
with SP4 on it with three hotfixes on it this is the reason why the so many
updates are needed. In an unrelated case there was mention about installing
a more updated xml parser msxml3 and this has been done with no effect.
I've had to prune the log a bit to keep within limit of the post. FYI I've
not posted the logs from the test server.

From the ReportingEvents.log we see that the WI v3.1 and BITS/WinHTTP
updates were originally downloaded and made available for installation on
9/8/05:

Following this activity, we see three more detections, at 9/26 9:14am, 9/27
4:05am, and 9/27 10:25pm, and then the supplied ReportingEvents.log is
truncated on 9/27/05.

We also get confirmation from the Windows Update log that the Windows
Installer v3.1 is not installed:

So, continuing on from the activity after the truncated ReportingEvents.log,
here's where the system detected the 2 mandatory updates (WinInstaller v3.1
and BITS 2.0/WinHTTP 5.1) and the other 47 regular updates.

And the rest of the log seems to be truncated after 9/27 4:05am,

though we do know one more detection cycle with no other activity occurred
on 9/27 at 10:25pm....

But the current log (posted in the original message) shows

and does not complain about the MSI DLL, which suggests that you
re-installed Windows Installer v3.1 on this system sometime between 9/27 and
yesterday morning, but that no other installation activity (of which there
is only ONE pending update to be installed) has taken place.

So, as for any reasons why the updates are not being presented for
installation -- that'll be somewhat difficult to sort out -- since
(a) the logs are truncated, and
(b) the updates were originally downloaded on 9/8, and
(c) the WindowsUpdate.log starts /after/ the two entries in the
ReportingEvents.log that I did find.

But my first inclination is to ask you.....:
Are you using Remote Desktop Connection or Terminal Services to access this
Windows 2000 Server remotely?

If so.... what happens if you log in directly at the CONSOLE of the server?

If not... I'm going to need COMPLETE logs in order to identify the problem.
Please zip up the ReportingEvents.log and WindowsUpdate.log files, and
export the registry keys at:
HKLM\Software\Policies\Microsoft\Windows\WindowsUpdate
HKLM\Software\Microsoft\Windows\CurrentVersion\WindowsUpdate

and email them to me at l r g a r v i n @ s w b e l l . n e t, so that I can
see the entire history of what's happened on your system since the beginning
of September.

The server is being access from the console. The email address was a little
difficult to read so hopefully you've recieved the detailed logs. If not

Ken, I have reviewed these logs and I'm unable to identify any reason why
you are unable to install the updates.

In fact, I don't even see any log entries where the update installation was
attempted, which is consistent with your statement that the icon is not
appearing in the notification area.

This could be a manifestation of a corrupted WUA installation. One thing to
try is to download the WindowUpdateAgent20-x86.exe installation package and
install it with the 'force' option, to make sure that all of the components
of the WUA are at the current version.

Finally, you might want to run RSOP.MSC on the server console and verify
there aren't any policies being applied that are restricting your access to
the WUA UI. Make sure that Automatic Updates is running with the "Local
System" account as it's logon account.

The last option, though I have no indication that it will solve the problem,
but if nothing else works, it's worth a shot -- is to purge the entire
SoftwareDistribution folder tree from the server, then restart the Automatic
Updates service, let it rebuild the folder tree and database, and then force
a detection to download a new copy of the updates.

Thanks for your help and ideas.

Sorry for the late responce it took awhile to find the case. I've tried the
windows update and automatic update is using local system account.

Can you let me know what you mean by rsop.msc?

Also tried deleting software distribution. Time will tell in a few hours
whether this worked.

As an aside I've looked at other window2000 servers some of them use
balloontype in the registry and I was curious if you knew what they are used
for?

RSOP.MSC is the MMC snap-in that runs the Resultant Set of Policies tool. It's
used on the client side to inspect the actual policy configuration received
from the DC.

I've not paid much attention to the reg values in the
~\CurrentVersion\WindowsUpdate keys aside from the ID values in the root of
that key. I don't have the "Balloon" values present in my registry, and aside
from the "DetectionStartTime" and "NextDetectionTime" values in the
~\AutoUpdate subkey, I'm not even sure that the others have any relevance.
Many of the AUclient/SUS keys that used to be in the ~\CurrentVersion tree
have been moved to the ~\Policies tree and their presence in the
~\CurrentVersion tree is obsolete.

The "Balloon" values may also be Windows 2000 specific, which would account
for why I don't seem them on my XP/2003 systems.
