I will too.. it's a documented issue with URLScan.ini blocking EXE downloads
by default.

Edit URLScan.ini to permit EXE files to be downloaded, as documented in the
WSUS Step-by-Step Guide to Getting Started with Windows 2000 Server
and the WSUS Deployment Guide.

Then I'd question whether you really even need URLScan installed!
