Failed to evaluate Installable rule hr = 8007006E

I have a Windows Server 2003 Standard Edition SP1 machine which does not
receive updates, whether from the updates.microsoft.com site or from the
corporate WSUS server.

To correct the problem I have tried:

- removing the SoftwareDistribution directory
- forcing reinstall of the agent
- reregistered wsus dlls

Any suggestions on what to do next?

I was browsing through the task list on this machine and noticed one of the
svchost.exe instances was using 50MB memory and 250MB of virtual memory. I'm
not sure which of the sub-processes was taking up the memory.

CryptSvc, dmserver, EventSystem, helpsvc,

Nla, RasMan, Schedule, seclogon, SENS,

wuauserv

I killed the svchost.exe process, did a wuauclt /detectnow, and updates are
now being received!!

I don't understand why the update client would complain about memory when
the server still had around 250MB free.

My guess would be that you have an unpatched/downlevel version of the WUA
client.

Memory issues and CPU issues in svchost.exe are a known issue with such
scenarios.

Start by checking that you've applied all required updates.
