Drive C (Boot OS) 4 GB
and Drive D
I would like to extend drive C to occupy entire Disk 0.
As I understand the diskpart utility on Windows 2003 will do this. By using
Select Partition and then Extend.
Now will this work if I do Select Disk and then try Extend? I need C drive
to have more space.

You will need free contiguous space after C: in order to extend it. In
other words, delete D: first.
You can use diskpart.exe from "safe mode with command prompt" to expand
your system partition.
This is normally not recommended on the system partition, but usually works

Another option is to perform an upgrade installation, as this article

Volume Manager from Powerquest might also be an option.
