I have outlook express & Forte Agent setup on a client machine (WinXP)
and I can send and receive my email from that client machine if I
connect it directly to the internet, but if I use the normal
connection through the server it does not work, and I get the error
message: Winsock error, Connection refused by Server". All my other
remote access functions work properly, including reaching the
internet, and downloading from the internet & Usenet groups.
Any help is greatly appreciated.

Are you using ICS on the server? I believe you need to do something to
enable clients to use mail/news. Personally, I detest ICS and would ditch it
in favor of a hardware router/firewall. You *can* turn Windows into a
router, but I don't really see much point in it, especially as hardware
appliances have gotten so cheap. Less resource load, more security.

No, I wasn't using ICS on the server, but I think I found the problem.
I happened to notice that when I switched the LAN cable with the DSL
cable the workstation could receive/send email. For some reason either
the nic card or the cable was causing the problem. But you're right
tho ablut the router, I was just trying to setup the server so that
could do it if someone asked me to. And it was working on the previous
setup I did, but that was different nic's, etc.
Thanks for your response.
