Local Security Policy MMC secpol.msc error on Windows Server 2003

Hello,
I want to edit local computer policy on Windows Server 2003. Windows
start Microsoft Management Console and reports this error:
MMC could not create the snap-in.
MMC could not create the snap-in. The snap-in might not have beed
installed correcty.
Name: Group Policy Object Editior
CLSID: {8FC...
I have started Security Policiy Editor with start->run-> secpol.msc
and with Control Panel -> Administrative Tools -> Local Security
Policy with Administrator user.
How can I correct this problem?
