The following problem occurred with the Jet database -1032: Jet database
read or write operations failed. If the computer or database has just been
upgraded, then this message can be safely ignored. If this message appears
frequently, either there is not enough disk space to complete the operation
or the database or backup database may be corrupt. To correct this
problem, either free additional space on your hard disk or restore the
database. After you restore the database, ensure that conflict detection is
enabled in DHCP server properties. For information about restoring the
database, see Help and Support Center. Additional Debug Information:
JetBackup.

From your description, I understand the issue is that DHCP server can not
work properly and there are error events 1010, 1016, 1014 logged in event
viewer. If I am off base, please don't hesitate to let me know.
Based on my experience, the issue may occur if some Anti-virus or Backup
program is scanning the DHCP databases in the %SystemRoot%\System32\dhcp
folder. Please exclude the %systemroot%\System32\dhcp folder and its
subfolders from the backup and the antivirus software.
Then please restart the DHCP service to see if it works.
If it is not the situation, the issue may occur if the DHCP databases get
corrupted. Follow the steps below to re-configure your DHCP server:
1. Run "net stop dhcpserver" at a command prompt.
2. Move the files in your existing DHCP folder (%SystemRoot%\system32\dhcp)
to a different location.
3. Restart the DHCP server by running "net start dhcpserver" with an empty
DHCP folder.
4. Run the Change Server IP address tool from Server Management -> Internet
and E-mail, input the same IP and subnet mask as what the internal NIC
current have and click OK.
Then please renew the IP address of client workstations to see if the issue
resolved.

I appreciate your time and effort to perform test and get it resolved.
To such ISA build-in rules issue, it is recommended that you re-run CEICW
(server management console -> Configuration E-mail and Internet connection
wizard -> connect to the Internet) wizard to reset those build-in rules to
default configuration and apply order. With the wizard, you can choose "do
not change .." to go through configuration except choosing "Enable
firewall" to re-fresh ISA build-in rules. And in SBS 2003 environment, it
is greatly recommended that we re-run CEICW wizard first to re-configure
the related settings to see if it helps when we encounter any internal or
an external network access issues.
The CEICW wizard is an easy-to-use wizard that quickly configures the SBS
Server for Internet access. This includes configuring the network
properties for both an internal and an external network interface (if two
network cards are used) as well as configuring ISA Server 2000 as a gateway
server, firewall, and web caching server, and configuring Exchange for all
e-mail. It also configures many of the local server services such as DNS,
DHCP, WINS and RRAS.
