Unable to Connect to the database STS_Config

I get the following error message in my Application event log. When I click
on the link, it doesn't share any information on how to resolve it.

Could someone let me know how to fix this?

Thanks for your posting. And thank Beezer for shedding the light.

If your companyweb can work well, this would be a known issue in SBS server
2003. To resolve the issue, please refer to the following knowledge based
article:

An event ID 1000 error message is logged to the application event log when
you restart Windows Small Business Server 2003
http://support.microsoft.com/default.aspx?scid=kb;en-us;840685

if your companyweb can not work, please Correct the permissions on the file
"C:\WINDOWS\system32\DBmsLPCn.dll" to match a working system, usually:

Administrators: FC
Authenticated Users: RE,R
Server Operators: M,RE,R,W
SYSTEM: FC

I am Getting the same error Message... I have tried both theses fixes and no
good..

Any other Ideas??
