Regarding to your now situation, I suggest you perform a full reinstall Fax
services and then see if the issue is resolved.
Please follow the steps to reinstall shared fax service:
Note: please backup the whole registry list first in case any unexpected.
A. Rename the keys and files below to *.old
1) HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Fax
2) HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Fax
3) C:\Program Files\Microsoft Windows Small Business Server\fax
4) The ''SBSMIS-FAX.log'' file under ''C:\Program Files\Microsoft
Integration\Windows Small Business Server 2003\Logs''.
5) The ''SBSMSI-faxcfg.log'' file under ''C:\Program
Files\Microsoft Integration\Windows Small Business Server 2003\Logs''.
6) The ''faxsetup.log'' file under ''C:\WINDOWS\''.
B. Delete the following registry keys:
HKLM/SOFTWARE/Microsoft/Windows/CurrentVersion/Telephony/Country List
HKLM/SOFTWARE/Microsoft/Windows/CurrentVersion/Telephony/Locations registry
Keys
C. Access Add/Remove Programs, Add/Remove Windows Components,
uncheck ''Fax Services'' to uninstall it.
D. Once it is uninstalled, access Add/Remove Programs to
reinstall it.
E. Then, access ''Add/Remove Programs again'', this time, we
will click ''Change/Remove'' on the ''Windows Small Business Server 2003''
item:
1) Click ''Next'' on the ''Microsoft Windows Small Business Server
Setup'' page.
2) Click ''Next'' on the ''Windows Configuration'' page.
Note: It states that ''This will take approximately 30 minutes'', it is
referring to the total time it will take in the first SBS component
installation. For the task such as remove a specific component, it will
just take couple of minutes.
3) Now, in the ''Component Selection'' page, choose ''Remove''
before the ''Fax Services'' item.
4) Click ''Next'', and then click ''Next'' again to confirm
''Component Summary''. You will be prompted to insert the SBS 2K3 setup
Disc 1.
F. Once the removal process is completed, access ''Windows Small Business
Server setup'' again in ''Add/Remove Programs'', proceed to the ''Component
Selection'' page, and then choose ''Install'' for the ''Fax Services'' item
to reinstall fax service.
And then we should push the shared fax client application from server to
client workstations by Deploy Client Application. When users logon
workstations again, the Shared Fax Client application will be setup
automatically. You can not setup share fax in client side. The detail steps
to install share fax client:
1). Start server management console, locate Client Computers node, click
Set Up Client Applications link to start Set Up Client Applications Wizard.
2). In Available Applications page ensure the Shared fax client is listed
and then follow the steps to deploy the application.
3). When users logon to domain from client computers next time, these
client applications will be installed.

I have the same problem.
The fax services remains unchecked after installing it from add/remove
components!!
Thanks for your information. The issue should be caused by some specific
application locked the installer or some subject was not found.
From your log files, I can not find the clue to the issue.
Please disable all antivirus/Anti-spam applications on the server box and
then perform a clean boot, then please try to reinstall the Windows fax
service component to see if it helps.
Please note: please rename or disable the following folders or registry
keys before you try to reinstall the Windows fax service.
A. Please delete the following registry keys:
1) HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Fax
2) HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Fax
3) HKLM/SOFTWARE/Microsoft/Windows/CurrentVersion/Telephony/Country List
4) HKLM/SOFTWARE/Microsoft/Windows/CurrentVersion/Telephony/Locations

A Clean Boot will allow us to isolate any device drivers or programs that
are loading at startup that may be causing a conflict with other device
drivers or programs that are installed in your computer.
1) Run MSCONFIG.EXE.
2) In the Services tab, click "Hide All Microsoft Services" and click
"Disable All".
3) In the Startup tab, click "Disable All". Click OK. (This will
temporarily prevent third-party programs from running automatically during
start-up.)
4) Restart the computer and check whether the problem still persists.
If the problem does not occur, it indicates that the problem is related to
one application or service we have disabled. You can use the MSCONFIG tool
again to re-enable the disabled item one by one to find out the culprit.
If the issue persists, please help me collect the latest log files for
analyze:
1) the ''faxsetup.log'' file and all log files like "setup*.*", such as
setuplog.txt, setuperr.log,setupapi.log.
2) All the log files under C:\Program Files\Microsoft
Integration\Windows Small Business Server 2003\Logs.

This is a fatal error, abandoning fax install...rc=0x430

0x430 means ERROR_SERVICE_MARKED_FOR_DELETE. After researched the issue,
let us perform the following steps to see if it helps:
1. Delete the file from the %temp% directory and reboot the server. Then
please try to reinstall the fax service again, what is the result?
2. If the issue persists, let us use the Registry Monitor tool to monitor
the registry access information when you try to install the fax service.
This tool can be downloaded from the following link:
RegMon: http://www.sysinternals.com/ntw2k/source/regmon.shtml
2. Familiarize yourself with the Capture and Clear buttons below the menu
bar. You can alternatively use Ctrl+E and Ctrl+X.
3. Stop the capture and clear the current events. This will allow us to
capture minimal activity. There will be some activity that will be
extraneous, but that's okay. We would rather have to much data then not
capture the correct events.
4. Make sure your application is in a state where you are ready to
reproduce the problem (delete related registry keys as I required and try
to reinstall the Windows fax service).
NOTE: In order to see minimal traffic from the utilities close all other
applications that are not involved in the test.
5. Click the capture button or use Ctrl+E to start capturing data.
6. Reproduce the problem(begin to send fax).
7. Stop the capture by clicking the 'Capture' button or use Ctrl+E.
8. Save each capture to a file, zip them up and send them to me for review.

Routing Extension\Routing Methods
Under the Routing Methods node, can you find the registry Key "Folder"?
What is the GUID value? Please note the value should be:
92041A90-9AF2-11D0-ABF7-00C04FD91A4E
If there is not the registry key, I suggest you double check the Faxcfg.dat
file (%SBSProgramDir%\fax\faxcfg.dat) is present and it is not corrupted.
Please double check the %SBSProgramDir%\fax folder and the file
Faxcfg.dat's permissions are set properly.
Also please ensure the content as follows:

It intsalled but the selecttion to place a fax documents on the company web
is missing. The install process you suggest does not work as such when I
install the fax services from the add windows components check box
everything appears to install properly. then when i go to add/remove under
server 2003 program it indicated that fax is already installed. Is this
