I don't understand how SBS 2003 licensing works. From what I can find
on google and the MS sites, neither does MS :)
MS talks about reallocating user licenses, but I can't find anything on
how this is done.
Does SBS simply work on concurrent licenses, even tho MS says it
doesn't.

From the description, do you mean you want to change the SBS 2003 Licensing
Mode? If so, as I know, actually for the first five CALs built-in SBS 2003,
you get to choose the licensing mode. At the top of the CAL End User
License Agreement (EULA) in the retail packaging, you can choose to
allocate these CALs (up to a maximum of five) to either user or device. We
strongly recommend that you choose one type for your Windows Small Business
Server 2003.
If you have Software Assurance for your Windows Small Business Server 2003
CALs, you can switch between user CALs and device CALs, or vice versa, when
you renew your Software Assurance contract. If you do not have Software
Assurance for your Windows Small Business Server 2003 CALs, then you cannot
switch. Therefore if you do not have Software Assurance you should decide
which licensing mode you want:
AS I know, SBS 2003 has two types of Client Access Licenses (CALs) to
choose from: device-based (device CALs) or user-based (user CALs).
The number of SBS 2K3 CALs required equals the maximum number of users or
devices that may simultaneously access System resource or use the server
software installed on a particular server. If you use the administrator
account to log on to SBS domain and access the network resource, it also
will occupy a CAL.
The following information is about per device and per user of CALs:
- Device CALs
With device CALs, you acquire a CAL for every device-such as laptops,
desktop computers and Windows Mobile-based Pocket PCs and Smartphones-that
needs access to your server. With this option, any user can access the
server on the licensed device. Device CALs might make the most economic and
administrative sense for an organization that has multiple users for one
device, such as shift workers. If you choose device CALs, then each device
that accesses the Windows Small Business Server 2003 server will consume a
CAL, and you can reallocate that CAL if you retire a device.
- User CALs
With user CALs, you acquire a CAL for individuals who are given named
access to your server. Licensed users can access the server from any
device. User CALs might make the most sense for an organization that has
many roaming employees who need access to the corporate network from mobile
devices or employees who use multiple devices to access the network. You
can reallocate a user CAL if a reassignment is permanent. You can also
temporarily reassign a user CAL if the user is on leave or the device is
disabled.

Actually you will need to maintain records of what you have purchased, and
how you have assigned the first 5 CALs that come with the server. Windows
Small Business Server 2003 does not provide an automated way to track CAL
use.
You can re-allocate the CAL if you retire a device or disable an account
based on the type of your license.
Regarding resource mailboxes, if you need to create a user account for it
and use the account to log on to server, it will consume a user CAL.

eg. I consume a 'User' CAL. I regularly sign onto systems in my SBS network
as User1, User2 or User3. User1 is my standard account, MickM. User2 is a
limited account I use for testing LUA (Limited User Access). User3 is a
domain admin equivalent account (ie. it is not Domain\Administrator, but may
as well be, except for licensing). My single User CAL covers use of these
three accounts, right?
