How do I make the Setup program realize that SP4 is running and satisfy the
requirements page?

From your problem description, I understand this issue to be: you can not
re-run the SBS 2003 Setup due to the SQL version does not meet the
requirement. If I have misunderstood your concerns, please do not hesitate
to let me know.
As on my research result, during the upgrading process, the SBS server is
looking for the Version: 8.00.760 or higher within the registry for SQL. If
you have SQL SP4 installed, the version should be 8.00.2039. Currently, I
would suggest you check the version of the SQL via the following registry
key.
1. On the SBS server, open registry editor (regedit.exe).
2. In the registry Editor go to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSSQLServer\MSSQLServer\CurrentVersion
