I know that's probably a patch but for now I am completely upgraded.

-Gigabit networking
-cpu Xeon 3ghz
-2g memory
-raid 5 with 4 disk sata 160g
I try to change this regedit keys:
HKEY_LOCAL_MACHINE\CurrentControlSet\Services\Tcpip\Parameters\Interfaces\<¬interface>
Value Type: REG_DWORD-Boolean
Value Name: TcpAckFrequency
Value: 1 instead of the default 2
and
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\LanManServer\Parameter¬s
: EnableSecuritySignature and RequireSecuritySignature to 0
without success.

Are there any Event log errors? Any 3rd party software installed on the 2003
DC?

Yep, that was our thread here.
I know that reg key that you previously mentioned governs SMB signing. But
keep in mind, the Default Domain Controller GPO will overwrite that when
applying. So let's take a loog at this article and see if it helps setting
it at the Def DC GPO:
