I need to export all local user and group accounts to a
file and reimport it on another Windows 2003 Server
machine. How can this be done (note, no AD involved, just
local users)

Hello,

Do you mean you want to migrate the local user and group accounts to
another workstation?

There is a third-party tool called Member Server Migrator (MSVR-Migrator):

Hi Jetro,

Yes, addusers.exe can import/export the account. Please know that this
command does not save the account's passwords or any security information
for the accounts.

More details can be found from the link below:

Walter, you can choose the tool fits your enviornment. :)

Thank you for that info. But that tool is too expensive
for me.

I just want to copy a couple of users with their
passwords and group memberships to a different server.
This is a realtively easy task on Unix (just copy the
passwd file over), but it seems impossible on Windows :-(

Yes, that is why I suggest you use "Member Server Migrator (MSVR-Migrator)"
since there is not built-in tool to achieve this goal. Most tools to
migrate the domain user account instead of memeber server.
