netbt throws event 4321 when DHCP Client is stopped

I'm running an entirely of two Window 2003 servers in an Windows 2003 domain & forest.  One server is the domain controller /w DNS, the other is a member server with a static IP address.  The server member server's netbt was throwing the following into the System event log:

Event Category: None
Event ID: 4321
Date:  2/3/2004
Time:  7:46:02 PM
User:  N/A
Computer: QASQL1
Description:
The name "AB             :1d" could not be registered on the Interface with IP address 10.11.20.50. The machine with the IP address 10.11.20.10 did not allow the name to be claimed by this machine.

In testing, I ran ipconfig /registerdns and received the following error:  Registration of DNS records failed: The system cannot find the file specified.

When I started the DHCP Client service, which was set to manual -- it worked just fine -- and no more errors....
 
Is this normal behavior?

Sure is. That service MUST stay on, whether set to DHCP or static.

Thanks Ace, I suspect my DB admin turned it off hoping to clean another
clock cycle for SQL 2000. Unfortunately, I think the event logging lost
more that in clock cycles........
