What does DCDiag say?
Did you install the DNS server?
IF DNS is replicated by AD then it pretty
much has to replicate it if it replicates the other
AD stuff (except perhaps in weird application
partition or forest replication cases.)
IF DNS is to be replicated by DNS as a secondary
then you have to create the zone and setup the
replication from the Master (e.g., Primary etc.)
