Description:
The DNS Server was unable to connect to the domain naming FSMO
col0ssc16.AD.DLA.MIL. No modifications to Directory Partitions are possible
until the FSMO server is available for LDAP connections. The event data
contains the error code.

Why does the child DC need to contact the forest FSMO (in this case the
Domain Naming and Schema master)? Any ideas on how I can resolve this? Thanks
There is a much bigger and more important question, it is not why it needed
to contact the Forest FSMO's, but it is why can it not contact the forest
FSMO's.
The likely reason why it needed to was because a record was registered or
updated, or someone made a change the replication scope on a zone stored in
the ForestDNSZones partition.
By default, Win2k3 places the _msdcs.<forestrootdomain> zone in the
ForestDNSZones partition, which is also replicated to the Child DC/DNS
servers. _All DCs in all domains in the Forest register records in this
zone_. If someone tried to change the replication scope of this zone, it
would contact the Forest FSMOs to make this replication change.
