DNS Not Working on Server 2000

I can't seem to get DNS working on a new server I just deployed. I followed
the default install and ran through the 'Configure Your Server' wizard and
setup active directory, dhcp, and dns. However, DNS does not work.

After install I had to deviate from the default IP scheme of 10.0.0.1/24 to
192.168.142.0/24. The server is on IP 150. DHCP is working well, but DNS
does not.

I need DNS to work so that the group policy works properly. I found out that
is I change the DNS server to the ones my ISP assigns, the group policy
doesn't work properly.

I've checked, and rechecked the DNS properties, and it is listening on the
interface, but not doing any requests. I checked that 'Everyone' had read
access to it, and they do.

I don't know where else to look, but this problem has been like this for a
couple of weeks, and the users really need to get internet access. They are
unable to bring up any web pages at this time.

AT a minimum, the DNS server must point to itself under the TCP/IP client
settings for the Preferred DNS server. In the DNS management console,
Server object > Properties > Forwarders tab, enter the addresses for your
ISP DNS servers.
