I setup a secondary DNS server but the primary will not transfer the info. I
keep getting a message saying "Zone Not Loaded by DNS Server" " The DNS
server encountered a problem while attempting to load the zone. The transfer
of zone data from the master server failed." I've created the zone numerous
times I continue to get this error. I set the primary to allow zone transfer
to any server. Any help would be greatly appreciated. Thank you

You might try the following:

1. Right click on the zone that won't load, click reload, if that still
fails...
2. Right click on the failed zone, click transfer from master
3. restart the DNS Service
4. Verify that the failing server correctly references the primary servers's
IP on the failed zone properties.

Ok, lets see. How are you setting up your zones on your "Secondary" Server.
You said earlier they were AD integrated right? In AD Integrated all servers
are master "primary" servers. The "Secondary" server should be reading the
data from AD. Check the zone properties and make sure that you have the
right options to load the zone set correctly, I can't remember where it is,
but look for "load the zone from the registry and Active Directory" Check
those options and make sute its not trying to load from a file. Are these
brand new servers freshly loaded with AD installed? Or did you upgrade them?

Then that's the problem. In the TCP/IP properties of the second DNS server,
point it's "Preferred DNS server" at the first server. On the second DNS
server, in the DNS MMC, did you create a secondary zone with the same name
as the AD-integrated zone?

Its a fresh installed 2003 server. My Primary has been running for months now
and I realized I don't have any fault tolerance. I installed a fresh 2003
server, ran dcpromo, installed dns, created a new zone on the new server and
selected secondary. Should it be primary also since I'm running AD. If so
then thats the problem.

I have the primary dns in tcpip on the second server set to the first server.
You can not creat a "secondary zone with the same name as the AD-integrated
zone"

I'm asking if you created a "secondary zone with the same name as the
AD-integrated zone". Because if you did, you need to delete that zone.
Then wait 1 hour. Check back on the second DNS server, the AD zone should
automagically appear on it.

There is no such thing as a AD integrated secondary zone, if it is AD
integrated on one DC, it has to be AD integrated on all DCs.
Delete the Secondary zone, then wait for the AD integraed to replicate to
the second DC.
I've found that you can speed up zone replication if you add a NS record
for the second DC to the zone on the first DC. Then, use AD Site & Services
drill down to the NTDS settings then right click on the connection object in
the right hand pane and select "replicate now".
