DHCP reservations not appearing in DNS

Hi,
We have a 2003 AD Domain, with the DHCP,DNS and GC on the domain
controller. Lately, I've started reserving IP addresses in the DHCP
rather than excluding the addresses and using fixed IPs.
However, I've noticed that several, but not all, of the reserved
addresses do not have matching A records in the DNS. I've checked the
DHCP servers properties and all of the dynamic updating options are
checked, with the Always dynamically update... option selected.
I have credentials entered in the DHCP.
I don't really mind manually creating the A records, but it shouldn't be
necessary.

Is the DHCP server in the DNSupdateproxy group, located under the users container?

No, it isn't. It is a domain controller. I know, the latest literature
recommends against running DHCP services on a DC. But when I built it
years ago, I hadn't read that.
What's weird is that some of the DHCP clients do appear in the DNS -
just not all.
