After upgrading From Windows 2000 to Windows 2003, I
started receiving Event ID: 4015 errors. "The DNS
server has encountered a critical error from the Active
Directory. Check to see if the Active Directory is
funtioning properly."

The network appears to be working fine. I have 2 DC's
running DNS.

netdiag /test:dns

Here's the 4015 message:

The DNS server has encountered a critical error from the

Active Directory. Check that the Active Directory is
functioning properly. The extended error debug information
(which may be empty) is "000020E3: SvcErr: DSID-031B061F,
problem 5002 (UNAVAILABLE), data 0". The event data
contains the error.
