unable to replicate between DC and BDC

I have a W2K(server1) as DC and W2k3(server2) as the BDC. I get this error
when i try to force Active Directory replication by using Active Directory
Sites and Services:

"There are no more endpoints available from the endpoint mapper."

i've done netdiag and dcdiag on both servers and received the error as below
(i just show the tests which has failed):

1)dcdiag on W2K3 (server2):

Starting test: frsevent
There are warning or error events within the last 24 hours after the
SYSVOL has been shared. Failing SYSVOL replication problems may cause
Group Policy problems.

2)netdiag on W2K3(server2)
All passed

3)dcdiag on W2k(server1) (I choose the first error message of replication
due to the rest are the same)

There are errors after the SYSVOL has been shared.
The SYSVOL can prevent the AD from starting.

4)netdiag on W2K(server1)

[WARNING] Failed to query SPN registratrion on DC

[FATAL] Cannot open an LDAP session to 'server2.domain.com.my at 'x.x.x.1'
[WARNING] Failed to query SPN registratrion on DC 'server2.domain.com.my'

When i checked the File Replication Services, I get the warning message:

The File Replication Service is having trouble enabling replication from
JEBCOWEB to JEBCOMAIL for c:\winnt\sysvol\domain using the DNS name
jebcoweb.jebco.com.my. FRS will keep retrying.
Following are some of the reasons you would see this warning.

[1] FRS can not correctly resolve the DNS name jebcoweb.jebco.com.my from
this computer.
[2] FRS is not running on jebcoweb.jebco.com.my.
[3] The topology information in the Active Directory for this replica has
not yet replicated to all the Domain Controllers.

This event log message will appear once per connection, After the problem
is fixed you will see another event log message indicating that the
connection has been established.

I've been searching for the solution for a few days but still can't solve
the above issue. Any help would be greatly appreciated.

since i forgot to modify (and unable to edit what i have posted) the servers'
name in the warning message there, so i would say that the server1 is
jebcomail and server2 is jebcoweb
