Can group policy prevent changing IP address?

Can I use group policy to prevent a domain user from changing the IP address
of his/her desktop windows?

If not, is there any way I can achieve that?

Any feedback will be highly appreciated.

Users need administrative privilege to change the IP address. Domain users
can't accomplish this at all.

What if the domain user account is also a member of the local administrator
group?

Just don't put domain user account under local administrator group...

Take the person out of the admin group.

You can not prevent local admins from doing anything on their local machine.
