Sounds that you've download the incorrect version of the tool! Are you
trying to install RSAT for windows 7 x64 or something else?

Make sure you have the correct RSAT version for the correct version of
Windows 7. An RSAT (final version) won't install on Windows 7 Release
Candidate (RC).
Windows 7 RTM (final) is build 7600.
