i have install a W2K3 SP1 domain with 2 DC and some member server.
On 2 DC i have installed also a local DNS server configured as autoritative
for my domain name "mydomain.local" for all other dns name resolution my dns
"forward" the request to other pubblic DNS.
So the question is : can i use a external pubblic "Root Server" to resolve
other domain name instead forward to one pubblic nds?
If yes how can make this with minimal effort on my prodction envoirment. ?

From your post, my understanding on this issue is: you want to set root DNS
servers as your forwarder DNS servers. If I'm off base, please feel free to
let me know.
Actually, it's not necessary. Public DNS Servers, like ISP DNS server, will
cache lots of DNS records which means your DNS server will get answer from
them directly. If you set root servers in forwarders page, the server has
to query every name by itself. This costs more time and resources.
