cannot connect to ad lds using adsi

Hello this is the error:
Operation Failed "0x8007203A: The server is not operational"
Under connection point I have entered the Distinguished name of the AD
LDS partition and under computer I have specified the ip address of the
server holding the partiton along with the LDAP port number.
I want to add an OU but I cannot connect using adsi edit,
any help much appreciated
