Windows Vista - Media Center TV Tuner not available

I receive the following error when I click "Live TV" in Windows Media Center:

"Tuner Not Available

The tuner is currently in use by another application or is not working.
Please close all other applications, restart Windows Media Center, and then
try again."

After rebooting the computer, the error disappears, but if I close the TV
tuner and try to begin using it again, I receive the error. I have updated my
tuner driver (Asus PH3-100). I'm running Windows Vista 32-bit. Previously,
the tuner in Windows Media Center worked flawlessly. The issue did not begin
upon a hardware or (known) software change.

have you tried a system restore to a point where it was working properly??

Is it possible that some other TV app is running?

If some other application starts up (like one that came with the card), it
will block MC from using the card.

Or is it possible that after turning the TV-off you run any DVD related
player, backup, or burning software?
