Nothing has been announced with details for future development of Windows Live
Sync. Rumor has it that a beta will be released soon. Perhaps we'll know more
then.
To the best of my knowledge there is no public API for Live Sync. There was
developer information for Live Framework up until September of 2009. I expect
that it will once again be made available in the future. More information here:
