This is caused by connectivity issue while validating LiveID credential against Passport services. For instance, if the machine was
able to connect to Sync service but for some reasons failed to connect to Passport service to validate LiveID, then Sync would ask
for username/password.
Typically two proxy settings would affect Sync's sign in .
1. Sync icon -> More -> Settings -> Proxy tab
Is "Use browser setting (HTTP) selected?
2. LAN settings (IE's Tools -> Internet Options -> Connections tab -> click "LAN settings")
Is "Automatically detect settings" checked?
If both(1 & 2) yes, then try uncheck "Automatically detect settings" for instance if your laptop is not behind proxy server.

I know of atleast a dozen machines this is still affecting.
Is this problem still being worked on ?
