How do I delete a hotmail account? In the beginning, the wife and I shared
the same email account. Now we each have our own and I would like to get
rid of this old shared account.

If you sign into Account.live.com then click on the settings option in the
left menu.
At the bottom of the page you'll see a link to close the account.

I now have a message saying that I can not delete the account because it has
an email account with it. that after a certain time ? of inactivity, MS will
close the account, The account is always active because of junk mail.

Perhaps you'll have to delete all the junk mail that has come in so far, or
perhaps all the messages for that account, before you can delete it.

The only activity that keeps a Hotmail account active is logging in to it.
I've had my Hotmail account suspended for lack of frequent login.

Yes, officially if an account sees no activity (ie. logging into it) within
a 30 day window then that account will be marked for deletion.
Unofficially MSFT generally give users a bit of leeway in that figure and it
can take up to 60 days of inactivity.
