From last night's announcement of Windows Live Wave 3 (web) services
(see for example
http://feedproxy.google.com/~r/liveside/~3/s-nsz30O1k4/windows-live-internet-services-major-release-announced.aspx )
"The following new features for Windows Live Hotmail customers will
be rolled out over time, starting in early 2009:
- POP access. You can access your Windows Live Hotmail inbox while
offline using Windows Live Mail or Outlook with POP access. Anyone
can use just about any e-mail application, whether it is from
Microsoft or not.
- POP aggregation. This feature offers one place for your e-mail.
With POP access in Windows Live Hotmail, any non-Hotmail e-mail
account that is POP-enabled (such as Yahoo! Mail Plus, Gmail and
AOL) can be imported into Hotmail for convenient, one-stop access.
There are options to see all e-mail in one inbox or have each
account filtered into a separate folder that users specify and
label."

About a year ago, Omar Shahine,Lead Program Manager Hotmail stated..

cf. http://mailcall.spaces.live.com/Blog/cns!CC9301187A51FE33!44348.entry
"In the interest of transparency though I want to be clear that we have plans to offer POP to all users (all premium and free) but
we aren't ready to do that yet. I can't comment on a timeframe for when free users will get POP, but we hope to do so within the
next 12 months."

[How many are going to skim this thread & links and assume they'll be able
to access their free Hotmail account in OE via POP3?]

Yes, I'm quite aware of that. Kip usually manages to boil press
releases and Liveside's own research to something easily digestible,
so that's why I posted that link 'for example'. It's indirect, sure
(the 'View online' link from Liveside's feed), but it worked fine
when I checked it.

So what's the holdup? I imagine all the development and deployment work
that went into enabling all accounts for DeltaSync, writing Outlook
Connector, including the protocol in WLM, could have been better spent on
pop3/smtp. Inventing a proprietary protocol and deploying it, versus
implementing a well-known standard. Trust Microsoft to be transparent and
to accomodate customers' actual needs.

[See?]

The comment "...we have plans to offer POP to all users (all premium and
free)..." in
http://mailcall.spaces.live.com/Blog/cns!CC9301187A51FE33!44348.entry
notwithstanding, the Press Release
(http://www.microsoft.com/presspass/press/2008/nov08/11-12WinLiveServicesPR.mspx)
only mentions POP3 in the context of Windows Live Hotmail: ("Upcoming
changes include the ability to bring multiple e-mail accounts together...");
IOW, the ability to access other POP3 accounts (e.g., na...@myisp.com) via
the Hotmail web-interface.

The last official word on accessing free Hotmail accounts in OE is dated 05
May-08:
http://emailsupport.spaces.live.com/Blog/cns!5D6F5A79A79B6708!5745.entry

If Windows Live Mail is installed, you're already able to access your
Hotmail account (via DeltaSync), your POP3 accounts (e.g. na...@myisp.com),
and newsgroups in that Mail Client.

Sorry, PA, but I can't read anything else into "POP access. You can
access your Windows Live Hotmail inbox while offline using Windows
Live Mail or Outlook with POP access. Anyone can use just about any
e-mail application, whether it is from Microsoft or not" [from
Waggener Edstrom's press release issued on behalf of MSFT on 12
November] than we're talking about fully fledged POP3 capability
that OE will be able to take advantage of just like any other
client. I also rather thought that that was what Live General
Manager Brian Hall said in his interview with Liveside.

The wording of the press release might have been a bit more precise
(I can't quite see how you could access a webmail inbox while
offline), but the message is not really to be misunderstood.

How is that different HTTPMail? Other than needing Windows Live Mail for the
latter.

The wording for 'offline' could have been clarified better..but I would expect it to mean that once the message is downloaded to
the any email client, the message can be accessed from local storage without having to connect to the server(I.e offline) which
would be the case when compared to use of the Hotmail web interface(I.e. not WLM or the OLC).

The latter two though when in Offline mode are not as evident but one can see the difference in off vs online where emails
containing graphics even if previously downloaded and saved in the local message store and evident by missing some graphics that
are stored on a remote server.
Here(attached) is an example(Hotmail Newsletter) of the same email downloaded in October to a pop3 capable Hotmail account when
viewed offline and online.

Pop3 capability in the current Hotmail though is not immediate(over a year ago Omar said it was possible in about 12 mo. Whereas,
the press kit 'Fact Sheet' doc verbiage available at:
http://www.microsoft.com/presspass/presskits/windowslive/materials.mspx
<qp>

The following new features for Windows Live Hotmail customers will be rolled out over time, starting in early 2009

</qp>

I.e. soon but not now.

And note no mention of implementing some of the other premium HM Plus features(no expiration, inbox size, message capacity, file
attachment size, and no ads from other companies). The no add feature also applies to use of that HM Plus ID when others view that
same ID's Spaces, etc.

One of the existing features mentioned is 'Pop Aggregation'. Currenlty a Hotmail Plus account requires a visit to the Hotmail UI to
'pull' content to the HM Inbox prior to filtering to a user created folder. I.e. Mail from an pop aggregate account is not present
until pulled from the other servers inbox. The current limit is 4 accounts.

Most likely that will occur until they try it or wait till it actually happens.

Pop doesn't synchronize, DeltaSync does and faster then WebDAV.
I would expect both*(pop and DS) to exist for a awhile.
