The revised page at http://get.live.com/wl/all comes up for me now.
When you click on the new Windows Mail link, it goes to the old
URL: http://get.live.com/betas/maildesktop_betas
but the file accessed by the download button is WLinstaller.exe,
1.72 MB, which is quite different from the 15.4 MB download that
was there before. Downloading as we speak...

Downloaded it and it shows 12.0.1365 for me. Improvements so far that I
have noticed include drafts show in preview pane and one can customize the
toolbar and one can drag and drop emails without it going crazy.

Newsgroup folder pane shows the end of the newsgroup name. No need to show
microsoft.public.
Copy to folder actually shows a list of folders to copy newsgroup message
for archiving.
Toolbar can have a Folder Pane button to collapse and expand the Folder
Pane. It expands to the user set size.
When using Edit, Find while viewing newsgroups, clicking on Browse shows
newsgroups and Storage Folders.
Contacts have to imported from previous Windows Live Mail Contacts.
Import and Export in Contacts can do csv files.
