If the latter, the Junk Mail filter is static and only current at best to the last version release.
If the account is a Hotmail account, the web Junk Filters take precedent prior to WLM's local Junk mail filter.

I did as you suggested, all was well for a while, now it seems back to the
way it was.

Using 'Blocked Senders' is ineffective for most spam because the spammer
does not reuse the same sending address.
The best solution is to use a mail provider who has a very effective spam
filter on the server. Gmail is one of those.

You might try setting up a whitelist of email addresses you want to hear
from and anyone who isn't in your whitelist is sent to spam or your own
quarantine folder.
Create a whitelist addr list from your existing addr lists, then adding
from addressees you reply-to.
Add a filter to send "from" email addresses that are not in the Whitelist
to spam or quarantine folder.
You can review the quarantine folder for addressees you may want to keep
and add them to the whitelist.
What I noticed is that I was receiving junk mail from the exact same address
that I had just blocked! Obviously, the blocked sender list is not
effective. It would be nice if it did work though. Thanks for your
responses, I will look into the options provided.

If your Hotmail account in Windows Live Mail is accessed via HTTP (not POP),
then the 'junk' determination is made by the Hotmail server, not by Windows
Live Mail, so look at the filter settings on the webmail server.

I keep getting unwanted newsletters from three different senders. I have
repeatedly had WLM add these senders' domain names to the Blocked Senders
List. I have checked the Blocked Senders List and I see all three of the
domain names that I see in the From fields for these messages. These domain
names are NOT in my Safe Senders List nor in my Contacts. Yet, the unwanted
messages keep getting through.

I just started using Windows 7. When I receive incoming email, my images
are not there. It says, "Some images in this msg. not shown." There is a
Delete and Block/Show images. I always have to click on "show images."
How do I lock this so I can always see the images when new msgs. are

- check show images and external content sent from email addresses in my Safe Senders list
