Fyi...I don't recall the fee(for a Hotmail Plus account) including automatic sign-on from any email client or the web
interface...at least my Hotmail Plus account doesn't. I suspect your issue is the above or something with the account file or
registry data.
Have you removed the account and recreated it in WLM ?

Regardless, it might help to set up your system to sign-in to Windows Live
Messenger on start-up or when you open Outlook Express. And consider
allowing Outlook Express to remember your password when signing in.

The inability to receive in WLM or OE and the error message to sign at mail.live.com is an account issue(which we've seen in this
and other forums) but it may be only due to the alphanumeric security response requirement being fulfilled. Once entered, and
submitted for verification both WLM and OE may have restored functionality.
Fyi...I've yet to see repairing Outlook Express resolves the op's alphanumeric security issue at mail.live.com which is accessed
via IE. Nor
does it seem likely that a WLMsgr logon at startup would positively impact the outstanding security requirement for WLM(or OE) to
function.
A Hotmail account created in WLM(it has an option to do so on installation) may also fail without having logged on to mail.live.com
to establish the Inbox, necessary for synchronization. Logging on to mail.live.com will produce one of two effects(create the
inbox and/or request verification by requesting the alphanumeric characters).
If the issue is not resolved by fulfilling the security request, then the op should contact Live ID support, and most likely prior
to an OE newsgroup or the rarely active Live ID newsgroup.
I.e. rather than send the op to a newsgroup, it would be more appropriate to direct to Windows Live ID support.
Windows Live ID Support
https://support.live.com/eform.aspx?productKey=wlid&ct=eformts
1. Scroll to and click on any item in the left hand pane FAQ list (e.g. How do I create a strong password)
2. Look in the lower right and click on the option 'Get More Help'
3. Wait till the page loads, then click on 'Get Support'
- the eform should now load

I just didn't want someone with possible multiple issues to try something unnecessary(with an expectation of resolution) and/or
bounced around to different newsgroups when the question involved 4 different products(OE/WLM/Hotmail/IE) and a Live ID.
