AFAIK, Windows Live Mail will only initiate a new email account sign-up for
a Windows Live email account; 'hotmail.com', or 'live.com'. When I click on
the "Add an e-mail account" button, I get a pop-up with a "Get a free e-mail
account" link. Clicking on that link takes me here:
http://get.live.com/mail/options
Even with that, you must already have an email account in order to add it to
Windows Live Mail. All that link provides is access to the Hotmail web site,
where you can sign up for a new Windows Live Hotmail account. If you need to
sign up for an email account from some other provider than Windows Live, you
have to go direct to their site to sign up a new account.

Ensure you click on the option to 'sign up for a new id'
Answer all the questions, create a secret question, provide an alternate email address.
Once done logon (using then new account username and pw) to Hotmail.com or mail.live.com to ensure the account is activated.
Once done, close the Hotmail web interface and logon to account.live.com and verify that your account shows your name, secret q
etc..log off
Setup the account in either
a. Windows Live Mail(get.live.com)
b. Office 2003/2007(requires the Outlook Connector beta a separate download)
