I am not too sure if this question belongs to Windows Live Mail.

Since I can't do it with POP protocol, I have Windows Live Mail set up to
access the same GMail account with IMAP protocol on two separate computers
for convenience sake.

Every time I start the Windows Live Mail on the second computer after
another one already starts on one computer, there seems to be error accessing
the server.

Also the Windows Live Mail on one system seems to keep downloading mails
while the other one doesn't. How can I selectively download mails, that is
download only when I read it.

I set up the same with Microsoft Outlook 2010 and there doesn't seem to be
any problem.

In fact I've just realized that the error message of ''Your server has
unexpectedly terminated the connection. Possible causes for this include
server problems, network problems, or a long period of inactivity." always
comes up not long after the message of "Purging messages from folder..."
comes up even without another mail reader accessing the same account.

It might help to reset your IMAP filters on the PC having access problems.
I'd also suggest that you reset all message headers/bodies, just to start
with a "clean" system.

I don't recommend syncing the All Mail folder (if you must do this sync only
headers) as that has caused all kinds of headaches on my account where there
are _many_ stored files.

With IMAP, sync only what you need, when you need. Simply clicking on a
folder/label will sync it. Opening a message header will sync the body of
that one message. Usually, I sync headers only on the Inbox, and certain
active folders I favor. Everything else is not routinely synced. This also
implies an online account...

You can do it with a POP email server. All you need to do is change your
settings to leave the messages on the server when you check for new mail.
Also with GMail you'll need to change your user id to
recent:your_g...@gmail.com to be able to download the newest messages on
multiple computers.
