Windows Live error ID: 0x800ccc0e

Having problems sending out mail but no problem in receiving. I reconfigurred
my email address (POP3 and SMTP, etc.) but did not correct the problem.

Following is the error I get:

The connection to the server has failed
Server SMTP.west.cox.net
Windows live mail error ID: 0x800CCC0E
Protocol SMTP
Port 25
Security (SSL) No
Socket Error 10013

Assuming you are at home and directly connected to Cox, and that this
account did work before:

Turn off e-mail scanning in your anti-virus program. It is a redundant
layer of protection that eats up CPUs, slows down sending and receiving,
and causes a multitude of problems such as time-outs, account setting
changes and has even been responsible for loss of messages. Your
up-to-date A/V program will continue to protect you sufficiently. For

Note that for some AV programs, it may be necessary to uninstall the
program and reinstall in Custom Mode and uncheck e-mail scanning when the

Hi Gary,

My first post, so I hope I'm not hijacking a thread. I've been having
problems with my WLM the last 2 days when I've been using my laptop away from
home! I've spent hours searching for fixes for the error messages I'm
getting, with no luck. WLM has been working perfectly since I installed it 3
months ago, until the last 2 days. I noticed your response....could there be
a problem with me accessing WLM with my laptop away from home?

In Outlook Express/Vista Windows Mail/Windows Live Mail SMTP
Authentication is specified at Tools (ALT+T), Accounts, Mail,
Properties, Servers, Outgoing Mail Server, My Server Requires
Authentication. Specify port and/or SSL on the Advanced tab.

Both ISPs and SMTP server owners place restrictions on using SMTP mail
server to reduce spam.

When trying to use your ISP's SMTP server when you are connecting via
another ISP, you may need special settings. And in some cases, it's not
possible at all.

What SMTP mail server are you attempting to use and what error message
are you getting?

Many ISPs block access to other SMTP mail servers while connected via
them. (They block TCP/IP port 25 except to their own SMTP mail server.)
Some of these ISPs will make exceptions if you present a compelling
reason to do this. The error messages may indicate network is
unreachable, access denied, or timeout errors (socket errors 10051,
10061 and 10060.) Another workaround for this is to use the SMTP mail
server of the service that you connect via, but leave your other
settings the same. In some cases you can use Port 465 (usually requires
SSL) or 587 rather than port 25 (specify in OE/WLM at Tools (ALT+T),
Accounts, Mail, Properties, Advanced). Your ISP is more likely to allow
this port. The SMTP mail server has to support this port. Port 587
usually requires SMTP Authentication. In OE/WLM this is specified in

Tools (ALT+T), Accounts, Mail, Properties, Servers, Outgoing Mail
Server, My Server Requires Authentication.

I am using Shaw mail and the error messages vary. This is the one I got
most often today:

Server: 'shawmail.gv.shawcable.net'

Port: 25
Secure(SSL): No

My only email program is WLM. (Running Windows 7 on my laptop.)

Was your Internet connection being obtained from Shaw at the
moment you got that error message? Shaw will only let you connect to
their SMTP server if your Internet connection is from the Shaw network.

Try this workaround:
Make sure you have send authentication enabled.
Go to Tools, Accounts, select that account, Properties, Servers.
Enable the "My server requires authentication" option.
Then click the Advanced tab and change port 25 to 587. Try sending.
If you then get a different error message, post it here.

I am accessing Rogers for an Internet connection, so maybe Shaw is the
problem here?

I just changed port 25 to port 587, opened WLM and tried to send. Got this
message:

It appears that Shaw is being quite hardnosed about not accepting
SMTP connections from outside (non-Shaw) networks. Your best
solution is to change the SMTP server in Windows Mail to one
belonging to Rogers. Proceed as follows:

1. In Windows Mail go to Tools, Accounts, select your Shaw mail account,
click Properties, Servers. Change the name of the outgoing (SMTP)
server to smtp.broadband.rogers.com. Do not change the incoming server.
Also, make sure that "My server requires authentication" is checked.
Click the adjacent "Settings" button. Select "Log on using", then enter
your Rogers email address, and the associated password.

2. Go to the Advanced tab and (if not already done) change the port
number for the outgoing (SMTP) server to 587. Do not enable the
SSL options and don't change any receive settings. Click OK.
Try sending.

suggests that your anti-virus software is scanning outgoing mail and may
be complicating things.

As long as your anti-virus software is set to scan files as they are
opened, scanning e-mail as it downloads or sends is unnecessary and
prone to problems.

With some anti-virus (and anti-spam) programs, simply disabling the
e-mail scanning function doesn't really disable it. It simply tells the
program not to flag any messages. It still processes all the messages
and may still cause send/receive failures. What you may need to do is
uninstall the anti-virus program, then reinstall it using a custom
install option and unselect the e-mail scanning component for
installation.

Just a quick question: where you said "Select "Log on using", then enter
your Rogers email address, and the associated password", just double
checking that you meant Rogers and not Shaw?

I've changed the port number to 587 and changed the outgoing SMTP server to
Rogers.

Correct. The username/password credentials you are entering in that box are
for the Rogers SMTP server.

If you get a different error message after making the changes I suggested,
post the new error message here.

The Rogers.com server is one of those fussy ones that will not let you
send if your 'From' address is not @rogers.com. The only workaround
is to verify to Rogers that you own that @shaw.ca email address.
You can do so by going to http://www.rogershelp.com/verify-email
and completing the requirements. If you don't want to bother doing
all that, your only other option is to use Shaw webmail for sending:
https://webmail.shaw.ca

It is unfortunate that you have to deal with two antiquated providers,
Shaw and Rogers, who make no provision for travelers.
